On 20 March, data in Denmark showed that one COVID-19 case on average would infect another 2.1. This information was held back because it was "not desired politically".
Instead Danish Prime Minister Mette Frederiksen in a speech used, and exaggerated, the already debunked 2.6 figure:

On 12 March, Queen Margrethe II of Denmark had changed the Danish Health Authority from an "regulatory authority" to an "advisory" one. This allowed the government to ignore the Health Authority ‘s conclusion that Covid-19 was not sufficiently dangerous to impose medical martial law in Denmark:
