Headteacher on state pressuring parents to have children given the flu vaccine even when they have said no

This week, the NHS nurses withdrew from coming to administer the flu mist at my school because the take up was TOO LOW. Now they are suggesting sending propaganda to parents to get them to sign up or change their mind if they previously said no. Absolutely not. What a flagrant disregard to the choice these parents have made – on both sides. Parents had the option and made their choice. Now leave them alone. 

The nursing team questioned whether the school cared about the children’s health and quizzed the process we went through. Apparently it’s in the school’s best interest to have as many children vaccinated as possible…… tell that to the children who were meant to be vaccinated. Clearly the low number of children wasn’t financially worth it….

Told you – it’s a script: Military will be involved in distributing Covid-19 vaccine, UK health secretary confirms

Secretary of State for Health and Social Care Matt Hancock said the UK government is “working as hard as we can” to get a Covid-19 vaccine ready, and he confirmed the military would be involved in “making the rollout happen.”
Speaking at a virtual Conservative Party conference about the pandemic, Hancock said the “armed services” and the contact-tracing app NHS will both be implemented in deciding how to distribute a potential vaccine “according to clinical need.”
“We have set out the order in which people will get it, we have set that out in draft pending the final clinical data,” he said, adding the contract tracing app has received 15 million downloads since being launched last month.
“It’s gone off the shelf like hotcakes, like digital hotcakes,” he said of the app.

Coronavirus passport trials are taking place at Heathrow this week to test technology to let people travel the globe without risk of being quarantined.
Passengers on United Airlines and Cathay Pacific are trying out an app called the CommonPass.
The phone software is a digital health pass which can hold a certified COVID-19 test status or show someone has been vaccinated in future in a way designed to satisfy various governments’ different regulations.
It has been launched by non-profit trust Commons Project Foundation, part of the World Economic Forum, in the hope of it will end the days of flyers producing bits of paper, often in different languages.
The tech is very much at the trial stage using volunteers on flights between London, New York, Hong Kong and Singapore under government observation.
But it is seen as a longer-term measure to allow air travel to return to something like pre-coronavirus levels.
However, it is reliant on Governments around the world accepting test results from ‘certified’ laboratories in other countries and allowing those with negative results to enter freely on their say-so.
Dr Bradley Perkins, chief medical officer of The Commons Project, said: ‘Without the ability to trust COVID-19 tests – and eventually vaccine records – across international borders, many countries will feel compelled to retain full travel bans and mandatory quarantines for as long as the pandemic persists.

Operation Coronavirus is Working Hand-in-Hand with the Nanotech Agenda

The nanotech agenda –
involving the placement of tiny sensors, devices and machines measured in nanometers inside the human body – is receiving a boost from the current fake pandemic which I have labeled Operation Coronavirus. My earlier article Hydrogel Biosensor: Implantable Nanotech to be Used in COVID Vaccines? discussed the possibility that the coming COVID vaccines may incorporate nanotechnology funded by DARPA called hydrogel, a biosensor which would monitor your body as well as send and receive information to the 5G Smart Grid. However there is much, much more to the story. The NWO conspirators have not only been planning this scamdemic for decades, but also have been planning the nanotech agenda for a long time too; now, with the advent of COVID, the two agendas are merging, with sinister implications for humanity. This article will take a closer look at the nanotech agenda and the current state of nanotechnology inside existing products such as vaccines. The agenda is already far more advanced than many people realize.
2008 Paper Outlines Plan to Construct a Nanorobot Hardware Architecture
A 2008 research paper entitled Nanorobot Hardware Architecture for Medical Defense analyzes in fine detail how nanotech devices such as nanorobots could be used to for various purposes such as “medical defense” and “epidemic control.” It states that it provides details on an “integrated platform and hardware architecture for nanorobots application in epidemic control, which should enable real time in vivo prognosis of biohazard infection.” The idea is to place nanotech inside our bodies which communicates in real time with the Smart Grid (powered by 5G) to provide intimate information to the authorities about us. “Normally, for areas in public calamity or conflict zones, the absence of drinking water, any sort of fuel, electricity, and the lack of towers for network communication, including cable and wireless telephony, is a constant. In such a situation, the available infrastructure is far from ideal to enable a large scale medical laboratory with precise and fast analysis. For such aspect, nanorobots integrated with nanobiosensors can help to transmit real time information, using international mobile phones for wireless data transmission through satellite communication. In fact, nanorobots should mean an efficient and powerful clinical device to provide precious biomedical monitoring, both for soldiers as for civilian population.”

Notice how they admit that there is dual use (for military and civilians) which usually connotes a weapons system with another use. In this case, they are disguising the deeper purpose (embedded surveillance) with the superficial purpose (a medical application):

“Taking from the moment of infection, some contagious diseases may show the first symptoms after hours, a week, or longer time, like years or even decades. It means, for example, that when the public authorities noticed the infection from a contaminated person, showing external symptoms, a virus had enough time to spread itself through a circle of friends and workmates of the infected victim. Meantime, those mates were adversely driving the virus forward, and had started a catastrophic chain circle. The use of nanorobots with embedded nanodevices for real time epidemic control, as lab on a chip, can be useful to avoid serious contamination with large proportions.”

The above quote hypes the danger of contagion, and specifically a virus, as a reason for you to willingly submit to the nanotech agenda and get embedded with nanotechnology. It appeals to the concepts of contagion and germ theory, however especially since the COVID scamdemic began, a number of brave independent researchers and doctors are questioning these ideas, which reinforce the current Medical Industry’s business model of petrochemical pills and vaccines.

“We implemented a system simulation and architecture of nanorobots for sensing the bloodstream, targeting biochemical changes against pathological signals. Actual advances in wireless technologies, nanoelectronics devices, and their use in the implementation of nanorobots applied to epidemic control, illustrate what upcoming technologies can enable in terms of real time health monitoring. The approach for in vivo monitoring chemical concentrations should also apply to other.”

As Wayne says, this stuff is next level contact tracing. Forget an app on your phone; the plan is for in vivo (taking place in a living organism) surveillance. There are many significant quotes from the paper, but here is one last one:

“Frequencies ranging from 1 to 20MHz can be successfully used for biomedical applications without any damage.”

Is the implication that there could be damage if frequencies are higher than 20MHz, such as in the 30-100 GHz range of 5G?
2017 Study Shows Nanotech Contaminants Already Widely Present in Vaccines
The nanotech invasion is already here. It’s not a question of “will they place nanotech in vaccines” since they already have. This 2017 Italian study entitled New Quality-Control Investigations on Vaccines: Micro- and Nanocontamination details an astonishing array of nanocontaminants in vaccines, including particles made of lead, cadmium, cerium, iron, titanium, nickel, zirconium, hafnium, strontium, tungsten, gold, silver, platinum, antimony, bismuth and aluminum. The study (which analyzes 44 types of 15 traditional vaccines) states that these contaminants are “non biodegradable and non biocompatible”, that their inclusion is “not declared” and that their presence is “inexplicable.” It gives the benefit of the doubt to Big Pharma and its controllers when it concludes that “our hypothesis is that this contamination is unintentional, since it is probably due to polluted components or procedures of industrial processes (e.g. filtrations) used to produce vaccines, not investigated and not detected by the Producers. If our hypothesis is actually the case, a close inspection of the working places and the full knowledge of the whole procedure of vaccine preparation would probably allow to eliminate the problem.” Knowing the background of the human microchipping and nanotech agenda, I would suggest there is another way to see things.
The study reveals how these nanoparticles can interact with the body in negative ways and cause harmful effects:

“… investigations revealed that some particles are embedded in a biological substrate, probably proteins, endo-toxins and residues of bacteria. As soon as a particle comes in contact with proteic fluids, a nano-bio-interaction occurs and a “protein corona” is formed. The nano-bio-interaction generates a bigger-sized compound that is not biodegradable and can induce adverse effects, since it is not recognized as self by the body. Figure 5a-5f show examples of these nano-bio-interactions. Aggregates can be seen (stable composite entities) containing particles of Lead in Meningitec, of stainless steel (Iron, Chromium and Nickel) and of Copper, Zinc and Lead in Cervarix.”
“After being injected, those microparticles, nanoparticles and aggregates can stay around the injection site forming swellings and granulomas … But they can also be carried by the blood circulation, escaping any attempt to guess what will be their final destination … As happens with all foreign bodies, particularly that small, they induce an inflammatory reaction that is chronic because most of those particles cannot be degraded. Furthermore, the protein-corona effect … due to a nano-bio-interaction … can produce organic/inorganic composite particles capable of stimulating the immune system in an undesirable way … It is impossible not to add that particles the size often observed in vaccines can enter cell nuclei and interact with the DNA … “
“In some cases, e.g. as occurs with Iron and some Iron alloys, they can corrode and the corrosion products exert a toxicity affecting the tissues … “

So here is the question to ponder: are these so-called accidental and dangerous nanocontaminants just particles that deleteriously affect human health in numerous ways, or are they also nanosensors that can receive and transmit data to the Smart Grid?

The nanotech agenda is closely connected to vaccines. For example, this 2019 study [url=https://www.frontiersin.org/articles/10.3389/fimmu.2019.00022/full]Nanoparticle-Based Vaccines Against Respiratory Viruses touts the advantages of nanotech vaccines:

“Conventional vaccines based on live-attenuated pathogens present a risk of reversion to pathogenic virulence while inactivated pathogen vaccines often lead to a weak immune response. Subunit vaccines were developed to overcome these issues. However, these vaccines may suffer from a limited immunogenicity and, in most cases, the protection induced is only partial. A new generation of vaccines based on nanoparticles has shown great potential to address most of the limitations of conventional and subunit vaccines. This is due to recent advances in chemical and biological engineering, which allow the design of nanoparticles with a precise control over the size, shape, functionality and surface properties, leading to enhanced antigen presentation and strong immunogenicity.”

This July 2020 study COVID-19 vaccine development and a potential nanomaterial path forward explains how there are many nanotech platforms that will be included in future vaccines:

“Nanotechnology-based approaches offer enabling solutions to the delivery challenge by trafficking the vaccine to appropriate cellular populations and subcellular locations … Moderna’s mRNA vaccine is based on a lipid nanoparticle platform, but there are many other emerging nanotechnologies for delivery of nucleic acid vaccines … Nanotechnology platforms including cationic nanoemulsions, liposomes, dendrimers or polysaccharide particles have been employed for improving the stability and delivery of mRNA based vaccines.”

The coming Moderna COVID vaccine funded by NWO frontman and eugenicist Bill Gates is a new type of technology: an mRNA vaccine that uses nanotechnology. This goes for other COVID vaccines that are being developed. The COVID plandemic is being used as a pretext to rush forward even faster with nanotech vaccines, which ultimately accelerates the central NWO (New World Order) scheme: the human microchipping agenda. The nanotech agenda via COVID is on full display:

“Nanomaterials play an important role in all aspects of vaccine design, delivery and administration. Nanoparticles enable multivalent antigen presentation and stabilization of antigens upon administration, they can serve as adjuvants to boost the immune response, and they can act as carriers for the targeted delivery of antigens. Final Thoughts on the Accelerating Nanotech Agenda
This is it! It’s game on! All the things that many alternative researchers have been writing, talking and warning about for years are arriving. Operation Coronavirus is the gateway to bring in the New World Order. COVID has been the excuse offered by tyrants for just about every draconian restriction under the sun. Now, with the coming COVID vaccine, we know it will include some kind of nanotechnology, since as I have outlined above, there are a plethora of nanotechnology platforms being developed in addition to things like hydrogel. Various studies and the pharmaceutical companies themselves are openly stating that there will be nanotech COVID vaccines. With plans to make this vaccine widepsread, administed by the military (as admitted in both the US and the UK) and “as mandatory as possible” (according to Aussie PM Scott Morrison), time is running out for people to wake up to the nanotech agenda – before it’s too late.

Operation Moonshot: UK Says Weekly COVID Tests Could Offer "Passport To Freedom"

Those who have watched the police state grow over decades have known that as the UK goes, so does the rest of the Western world.
Unfortunately, the UK population the testing grounds for intrusive and totalitarian policies that will be implemented in the rest of Western Europe and, after that, the United States.
Many researchers warned about early on (when the COVID hysteria was reaching fever pitch) that the threat of a pandemic would be used to usher in methods of control the world has scarcely seen. Contact tracing, lockdowns, mandatory masks, and now COVID passports..

Everyone who warned us of what was coming was labeled “conspiracy theorists” by media, government “officials,” and hysterical citizens. Now contact tracing is in full effect, lockdowns have been ongoing for months, mandatory masks, and now COVID passports.
All these things were announced and unveiled by the same media outlets and government officials that denied the very possibility of their existence only a few months ago.

Boris Johnson recently announced the “Moonshot Plan” that includes COVID passports.
COVID Passports would give those who test negative the ability to return to “normalcy”. They would be able to attend sports events, concerts, got to work and school, without wearing masks. The proposed 20-minute tests that would allow this to happen have been suggested by Prime Minister Boris Johnson.
Many people say these rapid, cheap tests are still in the development process and have not been approved. The likely hood of false positives and negatives would do nothing but create confusion and chaos. The entire process of developing these tests would require testing technology that does not yet exist.

Prime Minister Boris Johnson has suggested in today’s live broadcast Coronavirus press conference that the UK may “regain a sense of normality” by possibly introducing 20 minute testing to offer the equivalent of a COVID-19 passport.
During the conference, Johnson confirmed that from Monday a “rule of six” will be introduced in England, meaning people should not meet up in groups of more than six.
He says this measure replaces current guidance – “people only need to remember the rule of six”. He says that two households cannot meet socially if they make a group bigger than six.
Plans to pilot larger audiences in stadiums and to allow conferences to go ahead from October will be put on hold for review.
Regarding a potential COVID-19 passport, Johnson said: “In the near future we want to start using testing to identify people who are negative, who don’t have coronavirus, who are not infectious, so we can allow them to behave in a more normal way in the knowledge they can’t infect anyone else with the virus.”
This could allow office workers who test negative in the morning being able to work how they did before the pandemic, or allow people to attend venues for entertainment, for example.

Ironically, Turkey’s Anadolu Agency has a complete transcript of Johnson’s comments.
Anadolu reports,

“Up to now, we have used testing primarily to identify people who are positive – so we can isolate them from the community and protect high-risk groups. And that will continue to be our priority. We are working hard to increase our testing capacity to 500,000 tests a day by the end of October,” Johnson said.
“But in future, in the near future, we want to start using testing to identify people who are negative – who don’t have coronavirus and who are not infectious – so we can allow them to behave in a more normal way, in the knowledge they cannot infect anyone else with the virus.
“And we think, we hope, we believe that new types of tests which are simple, quick and scalable will become available. They use swabs or saliva and can turn round results in 90 or even 20 minutes. Crucially, it should be possible to deploy these tests on a far bigger scale than any country has yet achieved – literally millions of tests processed every single day,” added Johnson.

Already Big Tech is working with the UK government to create these passports.
Under discussion is the use of facial biometrics in order to prove which workers have had COVID.
One such tech firm is Onfido, a firm that specializes in facial biometrics has already delivered detailed plans to the government about what it is able to help accomplish on a nationwide basis. It claims that its proposals could actually be realized within a couple of months. The proposals state that the firm could use antigen or antibody tests.
It is telling that the World Health Organization is warning against “spreading false hope” with the immunity passport scheme. They argue we simply don’t know enough about how immunity develops after having had COVID. Yet the WHO and most countries are still going ahead with vaccine development.
Do you SEE where this is going?
We are actually witnessing a vaccine passport scheme, not an immunity scheme. “We don’t know enough about immunity” means having had COVID will not be enough to allow someone their “passport to freedom” as The Guardian has described it. However, the holy grail of vaccines will never be in question and we can offer a passport based upon proof of your vaccination. Predictably, this vaccine passport will extend to every other vaccine currently mandated by the governments of the “free world” upon its subjects.
Onfido claims that its new “COVID passport” could be the “linchpin of the new normality.”
The Guardian describes the scheme as follows:

Their solution would embed Onfido technology within another organization’s app to establish someone’s identity. The person would be asked to take a selfie and an image of their government-issued identification, such as a passport or driver’s license. The technology can determine whether the person’s face matches their ID, and also if the ID is genuine. This creates a digital identity.
They are then tested for coronavirus under a system endorsed by the government and the result is stored by another provider – in the UK this would most likely be the NHS.
When the person goes to their workplace, they open the app, take a photo of their face and that unlocks a QR code. That QR code would be scanned by reception using simple camera technology and on their system they would see the test result and a photo of the employee’s face for a short time, allowing them to visually determine the identity of the person in front of them.
The only technology a business would need to make this work would be a camera to take an image of the QR code as they arrive. No information about someone’s name, date of birth, address would be visible to the person on reception, only that they are fit to go into work.

A government source said a form of certification system is “still on the table and being considered” and that conversations around this concept fall under the government’s “track and trace” plans.

The list of ONFIDO investors includes Microsoft.
Right now, “Digital Identity experts” say they are only in the discovery phase of a plan that would be tailored to the needs of the UK government. Of course, if you believe that, I have some ocean front property to sell you in Arizona. Those plans have been in place for decades. All the UK government needed was the proper excuse to implement it.

The Real Meaning Behind ‘Operation Warp Speed’

“No vaccines… No vaccines… No vaccines…” the crowd chanted at a recent Trump rally in Fayetteville, North Carolina. The loud chorus momentarily drowned out the president. A local news station caught the raucous moment. [1:24 minute mark.]
With more people waking up to the risks and dangers of the vaccines which have come under scrutiny since the start of the pandemic, what is the likelihood of successfully rolling out a “safe and effective” COVID-19 vaccine in record time?
Answering questions at a recent Senate Health, Education, Labor & Pensions Committee hearing, in his best Nostradamus impression, Dr. Anthony Fauci said: “We predict that sometime by the end of this year, let’s say November or December, we will know whether or not these are safe and effective.”
Right. Less than one year to design, develop and plan study protocols; to create an adverse event tracking system; to move through three trial phases to win FDA approval; and to push the vaccines into the market. Indeed, that would be a world record for the 150-year history of immunization science. Despite more than ninety manufacturers and academic institutions entering the race, the rush to deliver a vaccine makes the pharma tagline, “safe and effective,” questionable at best.
Professors Peter Doshi and Eric Topol took the question a step further, publishing an Op-Ed in the New York Times on three leading COVID vaccine manufacturers in Moderna, Pfizer, and AstraZeneca, writing:
“According to the protocols for their studies, which they released late last week, a vaccine could meet the companies’ benchmark for success if it lowered the risk of mild Covid-19, but was never shown to reduce moderate or severe forms of the disease, or the risk of hospitalization, admissions to the intensive care unit or death.”
Operation ‘Warp Speed’—a name inspired by Star Trek for hyper-space travel—brought unlimited resources to the pharmaceutical industry. After all, it is a race against a deadly virus. Yet, the multi-trillion-dollar industry acts more like a cartel. For decades, Big Pharma has stifled vaccine innovation, stunted competition, and concentrated power. It controls all U.S. health agencies, hospital systems, and institutions of higher education. It has greased politicians on both sides of the aisle at every government level.
But now the fog surrounding the COVID vaccine race is lifting. By super fast-tracking development, President Trump put every aspect of the vaccine process out in the open for the world to see.
Exposing the Fraud
The election-year magnifies the production flaws, unfeasible timelines, and flawed biological assumptions while exposing major adverse events during vaccine trials. This month, the FDA paused AstraZeneca’s phase three trial when a pair of individuals suffered “severe neurological symptoms,” including temporary, polio-like paralysis. Then Moderna, which has never brought an FDA-approved vaccine to the market, ran into problems in its first two trials: scores of people developed side-effects. Moderna was working on a genetic-altering mRNA technology to deliver synthetically-coated lipid nanoparticles inside human cells.
As the human experimentation continues, more problems become exposed and more questions are raised about vaccine safety. After years of silence, professionals – medical doctors, epidemiologists, and immunization scientists – who have rarely spoken out about the negative side of vaccines are doing so now. Notably, they work in Big Medicine.

Gates-owned WHO warns against pursuing herd immunity to stop ‘virus’ (a gathering common theme from Cult operatives) but ‘herd immunity’ can be achieved by VACCINATION. So blatant it’s almost funny

The head of the World Health Organisation warned against the idea that herd immunity might be a realistic strategy to stop the pandemic, dismissing such proposals as “simply unethical”.
At a media briefing on Monday, WHO Director-General Tedros Adhanom Ghebreyesus said health officials typically aim to achieve herd immunity by vaccination. Tedros noted that to obtain herd immunity from a highly infectious disease such as measles, for example, about 95% of the population must be immunised.
“Herd immunity is achieved by protecting people from a virus, not by exposing them to it,” he said. Some researchers have argued that allowing Covid-19 to spread in populations that are not obviously vulnerable will help build up herd immunity and is a more realistic way to stop the pandemic, instead of the restrictive lockdowns that have proved economically devastating.
“Never in the history of public health has herd immunity been used as a strategy for responding to an outbreak,” Tedros said. Tedros said that too little was known about immunity to Covid-19 to know if herd immunity is even achievable.

US Scientists Fret Over Increasing Numbers Who Say They Will Refuse COVID-19 Vaccine

Tara Granger, 36, has worked as a nurse for two decades in Suffolk County, NY, and she and her two children have been vaccinated every year.
“Drugs are my life,” she says. “It’s what I learned in school.”
But she’s been questioning the promised upcoming vaccine for COVID-19, in large part because of what she’s witnessed firsthand about the financial incentives for vaccines.
“It scares me that I got so many free lunches and free dinners because I pushed the flu vaccine,” Granger says. “What am I going to get when I push a COVID vaccine?”
Granger got sick from the coronavirus earlier this summer and said she did “the opposite of what people said to do. I took my supplements and vitamins, and didn’t go to the hospital to be put on a ventilator and die. I was smart enough to say, ‘My immune system can fight this, I just have to find the right way to do it.’ ”
Her job will require her to recommend the COVID vaccine when it’s available, but Granger said she won’t personally be getting it.
“The vaccine isn’t something we need, even if it is safe,” she says. “People want an easy solution and they think this is it. But it isn’t.”
She’s not the only one with misgivings. A Pew Research poll from late September showed that about half of US adults (51 percent) wouldn’t get a COVID-19 vaccine if it was available today — a big drop from the 72 percent who said they’d get one back in May.

WHO Taps ‘Anti-Conspiracy’ Mind Manipulator Cass Sunstein to Sway Public Opinion on ‘Covid’ Vaccine – you know it’s a scam when they want this guy to re-frame your behaviour

An outspoken proponent of government-led tactics to influence public opinion on policy and to undermine the credibility of “conspiracy theorists” will lead the World Health Organization’s (WHO) efforts to encourage public acceptance of a COVID-19 vaccine, Children’s Health Defense has learned.
Last week, WHO’s general director, Dr. Tedros Ghebreyesus, tweeted that he was glad to speak with the organization’s Technical Advisory Group (TAG) on Behavioural Insights and Sciences for Health to “discuss vaccine acceptance and uptake in the context of COVID-19.”
In his next tweet Ghebreyesus announced that Cass Sunstein, founder and director of the Program on Behavioral Economics and Public Policy at Harvard Law School, will chair the advisory group, which was created in July.
Sunstein was former President Barack Obama’s head of Office of Information and Regulatory Affairs where he was responsible for overseeing policies relating to information quality.
In 2008, Sunstein wrote a paper proposing that governments employ teams of covert agents to “cognitively infiltrate” online dissident groups and websites which advocate “false conspiracy theories” about the government. In the paper, Sunstein and his co-authors wrote:
“Our principal claim here involves the potential value of cognitive infiltration of extremist groups, designed to introduce informational diversity into such groups and to expose indefensible conspiracy theories as such.”
The government-led operations described in Sunstein’s paper would work to increase faith in government policy and policymakers and undermine the credibility of “conspiracists” who question their motives. They would also maintain a vigorous “counter misinformation establishment” to counter “conspiracy” groups opposed to government policies that aim to protect the common good.
Some of this would be accomplished by sending undercover agents, or government-paid third parties, into “online social networks or even real space groups.”
Sunstein also advocated in 2008 that the government pay “independent experts” to publicly advocate on the government’s behalf, whether on television or social media. He says this is effective because people don’t trust the government as much as they trust people they believe are “independent.”
WHO has already contracted the public relations firm, Hill + Knowlton. The PR giant, best known for its role in manufacturing false testimonies in support of the Gulf War, was hired by WHO  to “ensure the science and public health credibility of the WHO in order to ensure WHO’s advice and guidance is followed.”
WHO paid Hill + Knowlton $135,000 to identify micro-influencers, macro-influencers and “hidden heroes” who could covertly promote WHO’s advice and messaging on social media, and also protect and promote the organization’s image as a COVID-19 authority.
There’s no evidence that WHO has yet implemented any “cognitive infiltration” policies similar to what Sunstein advocated in 2008. If the organization were to adopt such a strategy, and use it to convince hesitant populations to take a COVID vaccine, it would raise questions of legality.
As put forward in a report by the Congressional Research Service, illegal “publicity or propaganda” is defined by the U.S. Government Accountability Office (GAO) to mean either (1) self-aggrandizement by public officials; (2) purely partisan activity; or (3) “covert propaganda.” By covert propaganda, GAO means information which originates from the government but is unattributed and made to appear as though it came from a third party.
Because WHO is a multinational organization and not a U.S. Government agency, covert “cognitive infiltration” policies could fall into a gray area, or even be considered legal.
Dr. Margaret Chan, former general-director of WHO, once stated that the organization’s policies are “driven by what [she called] donor interests.”
According to a 2012 article in Foreign Affairs, “few policy initiatives or normative standards set by the WHO are announced before they have been casually, unofficially vetted by Gates Foundation staff.” Or, as other sources told Politico in 2017, “Gates’ priorities have become the WHO’s.”
WHO’s current general director, Ghebreyesus, was previously on the board of two organizations that Gates founded, provided seed money for and continues to fund to this day: GAVI, the Vaccine Alliance, a public–private global health partnership focused on increased access to vaccines in poor countries, and the Global Fund, which says it aims to accelerate the “development, production and equitable global access to safe, quality, effective, and affordable COVID-19 diagnostics, therapeutics and vaccines.”
If, as Politico put it, “Gates priorities have become the WHO’s,” and if WHO’s policies are driven by “donor interests,” this raises questions as to what online groups, people and websites would be targeted by such covert programs.
The idea of government agents carrying out psychological operations on social media is not far fetched. Earlier this year the head of editorial for Twitter’s Middle East and Africa office was outed as an active officer in the British Army’s psychological warfare unit, known as the 77th brigade, which specializes in online behavioral change operations.
