Disturbing rumours persist in Whitehall, Westminster and throughout the media that there is a paedophile ring in Parliament, predominantly in the Tory party, which goes up to cabinet level. One prominent front bench Labour MP is also involved.

The whole thing came to a head just before the last election, when Mirror Newspapers had prepared a large expose of a Tory minister who was a transvestite and enjoyed the company of little boys. Co-incidentally, over at Wapping, they were preparing to publish an equally damaging report on the paedophile activities of the Labour man. The object of both exposes was clearly an electioneering smear campaign against the opposing parties. Had the exposes have gone ahead it would have turned the entire election into a scandalous farce.

Almost unprecedented in the history of Fleet Street, the two rival camps did a deal at an above-editor level to put both stories on ice, at least until after the election. So far they have kept to the pact, but disillusioned journalists - who feel their stories should now be published - have leaked the story to key people in Westminster and the City. It it believed that under the present regime Mirror Newspapers are unwilling to re-open their files.

This is all apparently well known to both the security services and HM Customs who have intercepted mail at Mount Pleasant PO sorting office which handles all mail from abroad. Following the discovery of hard porn paedophile material from America and Holland, a house in Pimlico was put under surveillance. Pimlico is a short taxi drive from the House.

Our sources say that when Customs realised the destination of the material they alerted the security services who examined the evidence and eventually reported their findings direct to the Prime Minister.

In all seven names were given to him - three of them colleagues on the cabinet. There is a predominance of former Cambridge graduates in the echelons of the present Conservative government, many of whom attended the university at the same time. Our sources suggest that this is when the ring may have first started.

The whispers are not restricted to the gossipy confines of the palace of Westminster. They are well known in the city where they have been discussed extensively at board level. One senior banker told as: "The situation has been known to us for some time and is very disturbing. I can only suppose nothing has become public because, after the troubles of the Government in recent times, this one would bring them down overnight.

"Our only real interest, apart from a feeling of disgust, is to assess whether there might be a sudden exposure and consequently a snap change of government."

Sources who we trust in HM Customs, and who have been exemplary contacts in the past, have confirmed they have been "well aware of the situation for more than a year" and had passed on the information. "We had hoped that a word in the right ear would have settled the matter, but apparently it has not."

The Government are very vulnerable to attack from Customs, because the service is still smarting over the Matrix-Churchill affair. They feel snubbed and hard done by after bringing prosecutions against businesses which had exported illegal arms to Iran - only to find it had been done with the full connivance of the Government.

They put huge pressure on the Major cabinet and consequently now face a review of their powers. It is possible they are holding the paedophile affairs as the ace in the hand. They are the only ones who have hard evidence which could lead to prosecutions.

The evidence against one particular minister, in a very sensitive job, appears to be overwhelming. This evidence has not apparently been shown to Major who has until now poo-poohed the rumours. The story, however, is now so widespread, that it is only a matter of time before it breaks.

Scallywag has now been investigating the story for three months but has been unable to find anyone who will stand up in court to give the necessary evidence. However, we understand that the parents of a boy who was molested by two cabinet ministers two years ago are now taking legal advice. This is completely independent of any official investigation by the various services.

Our City contact surmises that anti-Major factions within the services may be waiting to reveal all until just before, or even during, the Tory party conference in October, in order to reap the maximum embarrassment value.

Allegations against seven of the top names in the Government are now known to us and we are preparing a dossier on all the information, however spurious. It is being kept in a 'safe place' because we fully believe we ourselves were put under surveillance and our telephones tapped during the early stages of the John Major libel action. Once bitten...
