am i the only one who wonders why there are still so many missing pet fliers posted? are these owners who opted not to chip them, or are the chips not all that effective for finding missing animals?

We had a mutt chipped once and it went walkabouts when the children accidently let it out, it was eventually found at the rescue kennels but we still had to pay the 70 quid fee because someone put the wrong house number on the data bank, I think it was done on purpose to get the dog collectors fees.
