Already in 1975, Frank Church was blowing the whistle on illegal spying on Americans (why wasn't he concerned with spying on foreigners?).
The Church Committee reported about early surveillance programs even before the National Security Agency (NSA) was formally established in 1952.
In 1947, Project Shamrock was started that copied telegrams sent overseas without obtaining warrants.
In the 1960s, the NSA started Project Minaret, to monitor “watch listed” individuals without a warrant, including Muhammad Ali, Dr. Martin Luther King Jr., and even... Senator Frank Church.
In August 1975, Frank Church warned abouthe the US government capacity to spy on everybody:
The Church committe reports led to the Foreign Intelligence Surveillance Act (FISA) of 1978. Under FISA the NSA was somewhat constraint by the Foreign Intelligence Surveillance court.
Was it the Patriot Act that was signed into law by Bush Jr. shortly after 9/11 that took away the last obstacles to spy on everybody? If this government ever became a tyranny, if a dictator ever took charge in this country. The technological capacity that the intelligence community has given the government could enable it to impose total tyranny.
And there would be no way to fight back. Because the most careful effort to combine together in resistance to the government, no matter how privately it was done, is within reach of the government to know. Such is the reach of this technology...
I don't want to see this country ever go across this bridge. I know the capacity that is there to make tyranny total in America.
