During the 50s and 60s the main place for military electromagnetics R&D was RSRE, that later became DERA and now he private company Qinetiq. He's not an electromagnetics expert at all. All he does is recite the work of others.
Anyway, for a Faraday cage to work, the dimension of the largest aperture or perferation must be at least 1/4 of a wavelength at the lowest frequency that you want screening.
