yes, the corruption definitely gets much worse the higher up the ladder you go.
I know a few constables, and generally they want to do their job of policing and protecting the population but it is their bosses that prevents them from doing their job.
Over ten years ago I had to do some work in NI for a supermarket looking into stock loss etc and our "guide' so to speak who worked as an advisor to the supermarket was a retired ex police chief of NI. He educated me quite a lot regarding corruption in the force and basically told me that out of all the police chiefs in the Uk, and I am guessing that there must be at least 40, he said that there were 4 of them that he would trust. That was approx. 12 years ago and it sure has got a lot worse.
The amount of people leaving the police force at the lower level is staggering
